The British Empire and its effect on Plymouth

Kaiser Wilhelm II came to Plymouth as a young naval cadet when he was just 12 years old. He had been based at the Isle of Wight but had gone on to visit both Portsmouth and Plymouth. According to his memoirs he was very impressed at the size and extent of the naval base and even managed to descend beneath the waves in a diving bell.
