Arthur Frederick Richards was transferred from Fiji to the governorship of Jamaica, where the incumbent, Sir Edward Denham, had died suddenly in 1938. The West Indies were then in a state of violent unrest (grave enough subsequently to warrant the appointment of a royal commission, headed by Lord Moyne), and Richards saw his task as that of restoring order to the island. |
