• In the end, France’s bureaucratic traditions enabled Jean Monnet to provide an elaborate and ambitious series of targets for redevelopment.

• Mixture of State planning and Private enterprise

• At first, it was thought that German coal fields in Saar would fund it.
• But, Marshall Aid would take over the funding.
