What best explains why Liverpool and Manchester supported different sides in the American Civil War?

CSS Banshee

Banshee was a cargo paddle steamer built in Liverpool to beat the blockade of Confederate ports during the Civil War. She was the first steel-built vessel to cross the Atlantic. It was built for speed to evade the Federal Navy. Banshee I was captured on her ninth voyage in November 1863 and then pressed into service as a Federal gunship. Banshee II was built in 1864 as a replacement blockade runner.

This Samuel Walters painting is held at the Merseyside Maritime Museum
