Arthur Frederick Richards, 1st Baron Milverton


Arthur Frederick Richards entered the Malayan civil service in 1908. Quickly making his mark as an administrator of conspicuous efficiency, in both field and secretariat posts, Richards rose steadily and in 1926 became under-secretary to the government of the Federated Malay States. In 1927 he married Noelle Benda (1904-2010), daughter of Charles Basil Whitehead, of Torquay, and chief police officer of Province Wellesley, Straits Settlements; they had two sons and one daughter. After acting as adviser to the government of Johore in 1929, he was seconded in 1930 as governor of North Borneo, then administered by the British North Borneo Company.
