Dr Cargill was the Resident of Kano normally. He had embarked on an ambitious administrative reform whereby the old chiefs and sub-chiefs were formed into district heads with 14 districts which Kano still maintains to this day. Previously powerful slave owning officials were prohibited from taking any roll in the administration. This system was later emulated in other Northern Nigerian Provinces.
