General Winfield Scott's plan was to blockade the South and remove its ability to wage war by starving it of resources and money. It was also referred to as the Anaconda Plan - ie to slowly squeeze the South into submission - hence this cartoon image being employed. Note the ships can still enter and leave New York in the Union in the top right corner!
