After Nigheria, Bell returned to the Caribbean, serving as the governor of the Leeward Islands from 1912. Once again he was able to demonstrate his skill in fostering economic development, and he took a frank pleasure in the trappings of his office. He moved to become governor of Mauritius in 1916
He wrote 10 books on his journeys and on the role of witchcraft including: Foreign Colonial Administration in the Far East Obeah; Witchcraft in the West Indies
